I think Toby and Caleb are working together to help the girls. Toby looked guilty after he hugged Spencer I think he wanted to tell her but knew he couldnt. I also think toby told caleb to go to the lighthouse or whatever and help emily. Why else would he go? Who told him too? Toby probably knew “nate” kidnapped paige
